A spreadsheet can hold ten thousand keywords without making a single useful decision. That is why keyword research often feels endless: the tool keeps producing answers to a question the business has not asked. The real job is not finding more phrases. It is deciding which customer need deserves a page and which one does not.

Keyword strategy is page inventory design. It connects what the business sells, what a buyer is trying to solve, and what the site can credibly offer. Search volume, difficulty, and competitor rankings help test that decision. They cannot make it.

Start where revenue can happen

The first useful map is not a keyword universe. It is the set of products, services, markets, and customer problems that matter commercially. From there, existing product and service pages reveal where the site already has a foothold. Competitor pages reveal which needs the market has already turned into search destinations.

That makes current rankings a practical starting point, even when they are modest. A term already associated with a page tells you something about how the search engine reads that page. The top competing results then show whether the need is being served by a service page, a guide, a category, or something else. An initial target list can be assembled quickly. The judgment begins after the export.

For every proposed page, the team should be able to answer four questions:

  • What distinct problem or decision brings a buyer here?
  • Why does this need a separate URL instead of a section on an existing page?
  • What can the business say or show that a generic competitor cannot?
  • What commercial action should become easier after the visit?

If those answers collapse into the keyword itself, the page has not earned its place.

The local SEO matrix is where judgment disappears

A business with ten services across fifteen towns creates an inviting grid of 150 possible pages. The arithmetic is clean. The website usually is not. If the only difference between two pages is the place name, the matrix has confused coverage with usefulness.

Service intent and location intent should be mapped separately first. Emergency electrical work, an EV charger installation, and a panel upgrade are different decisions even when one contractor supplies all three. Town coverage is another decision: where the business actually works, where demand exists, and where it has proof such as completed jobs, photos, staff knowledge, or a genuinely different offer.

The service-location page should exist only when those two axes produce something specific enough to help a buyer. This is the moment keyword research becomes strategy, because saying no protects the site from pages that compete for attention without adding value.

More pages can work, but only when they contain more knowledge

There is a reasonable counter-case for a broader inventory. A complete page for each distinct service can create a clear destination, while town hubs can connect those services for local buyers. One reported workflow builds pages around the concepts that genuinely belong to the service rather than around repeated keyword variations, and observed some of those pages appearing for multiple queries within about a month.

That does not rescue the full matrix. It sharpens the standard. A broad inventory works when each URL carries a complete and distinct topic or a useful local experience. It fails when scale comes from swapping nouns in a template.

Geo-specific volume estimates can help prioritize the qualified options, and competitor gaps can expose weak coverage worth challenging. Both are inputs after the page has a reason to exist. Precise-looking numbers do not turn a thin page into a good decision.

The deliverable from keyword research should therefore be smaller than the export. It should be a page plan with explicit refusals: create this, combine these, revise that, and ignore the rest for now.

The limitation is that no framework removes judgment. Different businesses can make different page choices from the same search data. That is not a flaw in the process. It is the part the tool was never going to do for you.
